nfsloop and nfeloop have no value ==> out of bound arrays
ln_nogather=T doesn't work for pisces offline

nemo_northcomms subroutine in OFF_SRC/nemogcm has been faced with OPA_SRC/nemogcm routine and now ln_nogather=T works for pisces offline.
