Description

We add libIGCM.card in libIGCM directory.
If this file libIGCM.card is put in your SUBMIT_DIR then
parameters inside will be read at the end of each periods in
IGCM_config_PeriodEnd function. Some internal libIGCM variables
will be modified to keep of consistancy the whole process.
