Adding scripts to regrid tropospheric aerosol emissions for scenarios.

| 3 | Input emission files for scenarios are given by species, with the 2015-2100 period being sampled only at years 2015, 2020, 2030, 2040, 2050, 2060, 2070, 2080, 2090 and 2100. |
