Declare routing restart file as OPTIONAL. To use this new feature with optional restart files, you need libIGCM revision 1624 or higher.

This means that if the file routing_restart is not available, libIGCM will continue instead of exiting. It is therefor now possible to set ROUTING=off in the beginning of sechiba.card without changing the section of restart files. See ticket #955
