Add debug options at ciclad/climserv and obelix.

• at obelix, addend init=snan which helps track variables used before initialization
• at ciclad/climserv, added -check noarg_temp_created to avoid to many warnings that slow down the computation to much. At ciclad/climserv, uninitialized variables are not always found. I don't know why, maybe depending on the version of intel.
• note, check all is removed from ciclad/climserv to harmonize with obelix
