Used for transient simulation: 1. Block the age class transition of herbaceous MTCs; 2. Conversion of herbaceous MTCs to others starts from the yongest age class; 3. Block moving of 2nd oldest forest to the oldest one; 4. Take all wood harvest as primayr forest harvest
