Tag libIGCM_v2.8.2.

• Enhance messages sent to hermes (content)
• add Options to enable/disable metrics and atlas
• fix some intel2013i.x/intel2016.x missbehaviour
• add python script to check and optionnaly to fix xml cohenrency between field*def and file*def
• Climserv fully support MPMD/SPMD/MPI/OMP
• allow 8 OMP on Ada
• rename clean_month/clean_year to clean_PeriodLenght/clean_latestPackPeriod
• Add purge_simulation.job
• IPSLCM6 ORCA1 monitoring working now
• bugfix, clean up
