Allow vegetation to start grow again after it has died out by activating flag ALWAYS_INIT, pft dependent. ALWAYS_INIT is activated on all pfts except C4 grass (pft=11) and tropical C3 grass (pft=14).

This modification has been validated, and is proposed to be used, with ORCHIDEE/trunk rev 4902 : https://forge.ipsl.jussieu.fr/orchidee/changeset/4902 . Using older versions of ORCHIDEE will activated the parameter ALWAYS_INIT non-pft dependent. This is techincally working but has not been validated.
